Academic ombudsman – experience of Germany and Bulgaria

This article reveals the specifics of the academic Ombudsman as one of the recognised best practices supporting the development and strengthening of the European Research Area. In present days, two types of academic Ombudsman can be distinguished according to its objectives and main functions: Ombudsman dealing mainly with administrative procedures at the universities and Ombudsman securing good scientific practice in the sense of scientific ethics and moral values of the researchers. In both cases, the mission is to habituate intolerance to scientific misconduct of individual scientists. The Ombudsman could advise “whistle blowers” and try to mediate the problem. The article stresses on the issue of establishing the academic ombudsman in the Bulgarian Academy of Sciences, thus supporting the integration of Bulgarian science into the ERA.
